The second suspect, identified as Alexander J, is accused of helping him since last month to identify potential targets for attack.

Russia has made “thousands” of attempts to interfere with European rail networks in a campaign to destabilize the EU and sabotage critical infrastructure, the Czech Republic’s transport minister has said.

Martin Kupka told the Financial Times that Moscow was suspected of having made “thousands of attempts to weaken our systems” since Russian President Vladimir Putin ordered the full-scale invasion of Ukraine in February 2022.

The hacking campaign included attacks on signalling systems and on the networks of the Czech national railway operator České dráhy, Kupka said. Past attacks have put ticketing systems out of service and raised concerns about successful interference with signals causing serious accidents.

“It’s definitely a difficult point . . .[but] I’m really very satisfied because we are able to defend all systems [from] a successful attack,” Kupka said.

Russian attempts to destabilise European energy infrastructure have been well documented but interference in transport networks has been less discussed.

The EU Agency for Cybersecurity published its first report on threats to transport in March last year. It said there had been “attacks against railway companies with an increasing rate, primarily due to Russia’s invasion of Ukraine”.

It noted major cyber attacks by “pro-Russia hacker groups” on railway companies in Latvia, Lithuania, Romania and Estonia.

The Czech cyber security agency, NUKIB, has warned of rising cyber attacks in recent years. “One of the last year’s prominent trends has been the growing interest of malicious attackers in the energy and transportation sectors,” it said in a report published in July.

České dráhy said it had “seen an increased number of cyber attacks on our digital infrastructure” and was “continuously strengthening” its cyber security.

Prague has become increasingly hawkish on Russian influence campaigns after it approved a law in 2022 that allows the government to take measures against foreign entities suspected of violating human rights or cyber crimes.

Last week the Czech government imposed sanctions on the Ukrainian oligarch Viktor Medvedchuk and his associate Artem Marchevskyi as well as the media outlet Voice of Europe, which the Czech foreign ministry said was responsible for operating “a Russian influence operation” on Medvedchuk’s behalf.

Kupka said the Czech Republic, which is planning the construction of a high-speed rail line that would link Berlin, Prague and Vienna in four hours, is also putting in place limits on the ability of foreign operators to bid in the tenders.

PST has revealed that Russian intelligence agents are operating in Western Norway. They believe that Russia may be preparing sabotage against critical infrastructure.

In a rare interview, the head of PST in Vestland opens up about the threat picture in the area.

In this district is Haakonsvern, which is Northern Europe's largest naval base, as well as important oil and gas facilities such as Mongstad, Kollsnes and Sture.

For the first time, the Secret Service tells about Russian intelligence activities and how it has escalated since Russia's full-scale invasion began in 2022.

- We see that part of Russia's purpose may be to prepare acts of sabotage. They operate throughout the district and move around, says head of PST West, Torgils Lutro.

Specifically, PST says that they have exposed several agents, but they will not say how many.

In addition to his own gain, the PST chief believes that Russia wants to damage Norway's reputation vis-à-vis its allies.

Russian agents in the West

PST says that Russian intelligence activities on Norwegian soil stepped up after the Russian attack on Ukraine in February 2022.

- In Vestland, we have strongly suspected, but have also uncovered, hostile and unwanted Russian intelligence activities since the invasion of Ukraine in 2022, says Lutro.

PST says that intelligence takes place in different forms and with different working methods. Classic intelligence agents are also used in Vestland.

- Russian intelligence agents work against various targets, such as critical and vulnerable infrastructure and military installations. They also have a clear goal of uncovering Norwegian emergency preparedness routines, says Lutro.

PST refers to the naval base at Haakonsvern and critical infrastructure such as the oil and gas facilities at Mongstad, Kollsnes and Sture. In addition, there are power plants and other facilities related to power supply.

Had to rethink

After the war in Ukraine, the Norwegian authorities have expelled more than 15 employees from the Russian embassy in Norway on suspicion of intelligence.

This has meant that Russia has to rethink people and tools for intelligence, explains PST.

- It is not easy for us to find out who these agents are. They blend into the crowd, which is their job too. They do not necessarily have Russian citizenship either, but may be motivated to act on behalf of Russia by, for example, money or threats, says Lutro.

Russian intelligence activities are something PST has strongly warned about as a growing threat to Norway's security, in several of its annual ungraded threat assessments. No later than 2024.

- We have used various methods to uncover the intelligence, and in some cases have a good overview of the activity, explains Lutro.

PST will not release the number of people who are or have been under investigation, but tells NRK that several people are involved.

- We want to go out with the warning about Russian intelligence to tell society that this is actually happening. We are unable to uncover everything at all times, and are completely dependent on people being vigilant and giving us tips, says Lutro and urges:

- Those who are responsible for or own critical infrastructure must be particularly vigilant. Who moves in your facility? Who makes contact, takes pictures and asks questions?
That is why Norway and Western Norway are so interesting

When asked why exactly Norway and Western Norway are so interesting to Russia, PST points in particular to Norway as a NATO member, in addition to Norway's efforts for Ukraine.

- Norway has a lot of foreign capacities here, crews and exercises take place here. Weapons are also being developed that can be used against Russia in Ukraine, says Lutro and adds:

PST is clear that Russia is willing to take great risks in order to obtain information about Norway and Western Norway.

- It is clear to us in PST that Russia is preparing for a different enemy situation than what we have today.

Strømselskap confirms intelligence activities

Power supply is something Russian intelligence can be particularly concerned about, says Lutro.

Eviny, which is the largest energy company in Western Norway, confirms that they have notified PST of abnormal activity.

- We can confirm that there has been activity around our power plant in Modalen. Vigilant residents who have noticed activity that is not normal alerted our employees, who in turn alerted the police and PST. Here there is a good interaction, says Eviny's press officer, Rolf Sanne-Gundersen.

Sanne-Gundersen says that Eviny is focusing on abnormal activity around their power lines and the 39 power plants they have.
