US continues to sanction Russia's high-tech ecosystem. OFAC imposed sanctions on the Skolkovo ecosystem - Skolkovo Foundation that supports technology entrepreneurship, Skolkovo Technopark that hosts startups, and Skoltech, that develops innovative tech.
The sanctions will make it more difficult for Skolkovo to develop 5G and 6G technologies, to purchase hardware and components that will be required for the production of this equipment.
Some Russian commentators already note that at this point, Rus companies have already learned how to circumvent such restrictions, and work may continue as long as the Rus government provides additional financial resources.
Along with Skolkovo, OFAC sanctioned MIPT (FizTech), Russia's top university for AI and ML research. OFAC notes MIPT's work on UAVs, visualization systems for fighter aircraft, and support of the Russian military-industrial sector.
OFAC sanctions also include "Academic Mints Radiotechnical Institute," NPK “Technological Center” that develops and manufactures analog-digital and digital integrated circuits, and the Institute for System Analysis of the Russian Academy of Sciences that works on nanotech and IT.
The sanctions also include the list of major Russian R&D centers and institutions that work on microelectronics. The sweeping list includes "Design and Technology Center of Electronics", which produces semiconductors and programmable logic integrated circuits and "Progress" Research Institute of Microelectronics, the leading Russia design center for the development of a specialized microelectronic element base.
The sanctions list includes list was also the I.S. Bruk Institute of Electronic Control Machines, the developer of domestic servers based on Russia's Elbrus processors and Penza Research Electrotechnical University, the Penza Research Institute of Electronic and Mechanical Devices, JSC "Perspective Industrial and Infrastructure Technologies", and Vologda Optical and Mechanical Plant, along with the Voronezh Plant of Semiconductor Devices-Assembly, the "Submicron" Research Institute, the Zelenograd Nanotechnology Center, and the "Digital Solutions" Scientific and manufacturing enterprise that designs electronic equipment. Other Russian entities on the list are Mytishchensky Research Institute of Radio Measuring Instruments, the Research Institute of Precision Engineering, NPP Pulsar that develops semiconductor electronics, and the Research and Measuring Equipment prodcution company.
The entities on the list, together with the earlier-sanctioned Rostec, comprise the bulk of Russia's microelectronics industry. At this point, besides investing in domestic R&D and production, Russia is also looking at China, India and other states as key high-tech partners.
Of note are sanctions on MIPT(FizTech) - all of Russia's best and top universities are government-funded and supported, so technically, most Russian academic high-tech research and development is part of, or belongs to the state one way or another and MIPT in particular serves as a focal point for Russia's academic AI research and development, with other universities and schools establishing joint efforts, labs and exchanges in AI/ML that are managed by MIPT academics.
