Lätis algasid esmaspäeval taasiseseisvumise järgse perioodi suurimad õppused Namejs 2018, teatas Läti kaitseministeerium uudisteagentuurile BNS.

«Pärast neli aastat kestnud intensiivseid ettevalmistamisi toimuvad suurimad sõjaväeõppused pärast Läti taasiseseisvumist, mille raames kontrollitakse relvajõudude valmisolekut Läti kaitsmiseks mis tahes ohtude eest,» ütles Läti kaitsejõudude ülem kindralleitnant Leonids Kalnins.

«Õppused annavad võimaluse harjutada ka Läti üldist kaitsevõimet ja meie partnerite võimekust,» lisas ta.

Õppustest võtab osa üle 10 000 inimese, teiste seas Läti ja liitlasvägede sõdurid, kaitseliit, reservväelased, vabatahtlikud, politsei ja piirivalve.

Õppuste aktiivne faas toimub lisaks Adaži polügoonile vähemalt 36 Läti piirkonnas.

Latvian Defense Ministry suggests building bunkers and other defenses in case of war

Considering the practice of other countries and the nature of military conflicts, consideration should be given to building public bunkers in public places, the Ministry of Defense (AM) has indicated in a draft report on the introduction of a comprehensive national defense system in Latvia .
In the introduction to the draft report, AM states that Latvia's level of threat has reached such a degree of complexity that state defense by military means is no longer sufficient because it does not cover all "hybrid hazards". The protection of Latvia's state must be comprehensive and must be based on the readiness of all the public and state institutions to overcome the crisis, withstand the external influence, as well as the ability to resist and recover from crises. To this end, the national defense system needs to be adapted so that it is based on mutual trust and partnership between citizens and public authorities.

A comprehensive national defense system in the Latvian context is the responsible attitude of the entire population of Latvia towards the state and its security. At the initial stage of its implementation, it is necessary to focus on the following areas: development of military capabilities and improvement of defense strategies, promotion of cooperation between the private and public sectors in defense, provision of statehood in schools of Latvia and public education, civil protection, psychological protection, strategic communication and sustainability of the economy.

The active phase of the training exercise will take place not only at the Adazi training grounds but also in other regional military facilities, as well as at least 36 regions of Latvia. Agreements have been concluded with a high number of private individuals on the use of infrastructure and territories for the drills. Construction firms will contribute equipment like bulldozers.

One of the several scenarios that will be played out during Namejs 2018 provides for suppressing spontaneous riots in Jekabpils and Valmiera. The unrest would be fomented by armed people without military insignia. Law enforcement authorities would be the first to respond to these events, with the armed forces expected to rush to help quell the riots.

“During the exercise we will be training to defend our state using obstruction and defense operations. All brigades will be involved in relocation and ensuring the local defense of particular cities. The national defense structure will be tested one hundred percent. We will not be devising a scenario against a particular country as we are preparing the National Armed Forces to defend Latvia against any threat,” Lt. Gen. Kalnins said.

APE piirkonnas toimub koolituse aktiivne faas 24.-26. Augustini . Sellega teostavad piirivalve õppusi ka Lähis-Ida riikide relvajõudude 2. Lähis-Ida brigaadid, sealhulgas kohalik 31. vägede pataljon - sõdurid ja valvurid koos Läti Vabariigi piirivalvega kiirteel P19.

Tänu õppustele on käesoleva aasta 24. augustil kiirtee sektsioonis Ape-Mõniste taastatud piirikontroll ja vabatahtlikult kontrollitakse sõidukeid maanteel.

Õppuste aktiivne etapp toimub mitte ainult Ādaži harjutusalal, vaid ka Skrundas, Forest Mackevičas, Lachusilas ja teistel piirkondlikel harjutusaladel, ning ka Läti vähemalt 36 piirkonnas: Akniste, Aluksne, Apes, Ādaži, Baldone, Daugavpils, Garkalne, Grobiņa, Gulbene, Iecava, Ilūkste Jelgava, Jekabpils, Livani, Krustpils, Kuldiga, Keguma, Kekava, Nereta, Nīca, Marupe, Olaine, Ozolnieki, Priekule, Rezekne, Salas, Salaspils, Saldus, Skrunda, Smiltene, Stopinu, Vaiņode, Vārkava, Vecumnieki, Viesites, Vilaka maakonnad Kõige tõenäolisemalt õpivad tõenäoliselt Riia, Liepaja, Valmiera, Ventspilsi, Jēkabpilsi ja Daugavpilsi elanikud. Õppuseid tehakse varem kokku lepitud juriidiliste ja eraõiguslike isikute omanduses oleval maal.

one of the scenarios will see troops deployed to counter "spontaneous unrest" among the populations in Valmiera and Jekabpils - a scenario which will hopefully prompt considerable thought about where the borders lie between civil and military power and to what extent the army can or should be used to quell unrest.

Allied troops will play the role of the demonstrators, suggesting their ambitions will be more paramilitary than political.

"There will be a lot of movement throughout Latvia... there will be tasks too for both the navy and the air force and, of course, the State Police will carry out their tasks that are necessary for their training. There will be loud noises. We apologize and alert the public to this fact," said Chief of Defense Leonīds Kalniņš at a pre-drill media briefing August 2.

Live ammunition will not be used outside established military zones, but the training will be very realistic, Kalniņš said, acknowledging that Russia's hybrid operations in eastern Ukraine had been taken into account when devising the scenarios.

However, he also stressed that the drills are defensive in nature and not directed against any outside country.

"We will not create a scenario against a particular country, but we will prepare the National Armed Forces to protect Latvia against any danger," Kalniņš said.

"In the training, we will use a NATO scenario based on the geographic conditions of the region. This scenario is flexible enough to run both conventional tactical operations and scenarios for preventing provocations in the country," said Grikmanis, explaining that Namejs is the climax of a four-year planning cycle.

"The main challenges in the training will be related to this cooperation with other state structures - with the police and the border guard. Cooperation with state and local government institutions and the civilian population will also be essential. Another major challenge is logistics... [Another challenge is] mobilizing national resources for the armed forces - this will be one of the goals of the training."

According to earlier information about the Namejs 2018 scenarios, use of drones and cyber-defense will also feature as important aspects of the exercises.

RIGA, Aug 22 (LETA) - The active phase of Namejs 2018, the largest military training exercise since the restoration of independence, has launched at the western Kurzeme coast with participation of the Latvian and Lithuanian Naval Forces, the Latvian Defense Ministry reported.

In Latvia, the Czech contingent from Lithuania will play the part of the war games opposition forces, which will require a lot of maneuvering for the duration of the exercise, since the training exercises will take place in every region of Latvia.

The scenario involves Latvian authorities dealing with enemy cyberattacks and efforts to stir up the local population with misinformation before an all-out assault, at which point the Canadians and their allies will be called upon to help.

During the exercise, the main part of which is carried out on the Adazi training ground, the eFP BG Latvia certification is performed, which includes the Polish Military Contingent issued by the 15th Mechanized Brigade.

In the first phase of the exercise, its main goal is to secure a tank company in three classes (food, MPS, ammunition) by soldiers of the National Support Element - a platoon of security and a replacement platoon. The most important at this stage of the training is the proper application of procedures that are carried out in the Combat Service Support Company.

In the further part of the exercise, tank company the main effort of its activities will focus on rooting in the structures of the combat group, which also includes soldiers from Albania, the Czech Republic, Spain, Canada, Latvia, Slovakia and Slovenia. Soldiers will be checked for the implementation of tasks in accordance with already developed operational procedures.

During the drills in Alūksne, northeastern Latvia, locals were invited via posters to report spotting "enemy" soldiers, as performed by Estonian armed forces, and there was large local involvement.

"We knew everything about the location of the Estonian soldiers," Kalniņš said.
